Speaking to journalists after the talks, Mr Brown called for speedier reforms to equip the EU for the future. He stressed the need to move on from the institutional debate and tackle important issues such as the economy and climate change.

The PM said:

"With the institutional debate over for the next decade we must focus on the issues that really matter to our citizens - prosperity and jobs, security and climate change. We must accelerate economic reform to enable European citizens and businesses to compete."

Mr Brown also called for the creation of an independent European carbon bank to improve the functioning of the EU’s Emissions Trading Scheme and for agreement on a World Bank multilateral fund to help developing nations switch to a low-carbon economy.
