Gordon Brown has wound up the Progressive Governance Summit of global leaders, senior politicians and policy makers.
Climate change, security threats, global poverty and economic globalisation dominated the agenda. The PM said that global rules and institutions must be "reshaped" for the modern world.
"We are facing a global financial crisis which is probably the first truly global financial crisis of the modern world.
"We have to reform our global financial institutions. It is absolutely clear that the national supervision that we have is inadequate and we need a global agreement."
Members of the public also took part in the debate by logging onto the Summit website where a parallel discussion was held. The website hosts position papers, blog transcripts, images and the final communiqué from the event.

The Summit brought together centre politicians from around the world including Australian Prime Minister Kevin Rudd and New Zealand Prime Minister Helen Clark.
At the closing news conference, Mr Brown reiterated his calls for the results of the presidential election to be announced. He said that if there was a run-off between Mr Mugabe and Mr Tsvangirai, international observers should be in place to ensure it was carried out fairly.
Mr Brown also held a series of bilateral meetings with world leaders.
