Royal Commission on Environmental Pollution

The Queen has been pleased to approve the appointments of Professor Maria Lee, Professor Peter Matthews, Professor Joanne Scott and Professor Michael Roberts as members of the Royal Commission on Environmental Pollution for a term of three years with effect from 6 February 2009.

Biographical Notes

Maria Lee is Professor of Law at University College London where she teaches and writes on the regulation of environmental matters. She is a member of the London Sustainable Development Commission and the academic panel of the barristers’ chambers Francis Taylor Buildings.

Peter Matthews spent over twenty five years at Anglian Water, retiring as Deputy Managing Director for AW International. From 2000 to 2006, he was appointed to the Board of the Environment Agency and Chair of its Audit Committee. In 2006 he joined the Port of London Authority as a Board Member and was appointed   Chairman of the Northern Ireland Authority for Energy Regulation (and Chair of the NI Authority for Utility Regulation in 2007 ). He is a Past President of the European Water Association, Chartered Institution of Water and Environmental Management and Past Chair of the Society for the Environment. He served on the Board of Anglia Ruskin University and was awarded an OBE in 2007 for services to water and the environment.

Joanne Scott is Professor of European Law, and Vice-Dean for International Links, at the Faculty of Laws, University College London. Her teaching and research focuses upon European and international environmental law, regulation and governance, including the activities of the WTO. She is a member of the editorial boards of the Journal of Environmental Law and the Journal of International Economic Law. She taught previously at the University of Kent, Queen Mary University of London, and the University of Cambridge. She is a regular Visiting Professor at Columbia Law School, and has also been a Visiting Professor at Harvard and Georgetown Law Schools.

Michael Roberts was Chief Executive of the Department for Environment Food and Rural Affairs (Defra) Central Science Laboratory from 2001 to May 2008. He lectured at the Universities of Toronto and Liverpool and is widely published on the ecological impacts of air pollution, contaminated land and land use change. He was Director of the Natural Environment Research Council’s (NERC) Institute of Terrestrial Ecology (ITE) for 10 years and Director of NERC’s Centre for Ecology and Hydrology (CEH) from 1999 to 2001. He was a member of the Yorkshire and Humber Science and Innovation Council from 2005 to 2008. He is a Ministerial appointee to the Veterinary Residues Committee and a Non-Executive Director of the Defra sponsored National Non-Food Crops Centre (NNFCC). He was awarded a CBE in the 2009 New Years Honours list.
