Outdated gambling laws to be relaxed


Culture Secretary Tessa Jowell today outlined key principles behind the proposed Gambling Bill. The draft clauses of the Bill aim to relax outdated restrictions and provide greater choice for adult gamblers.


The Culture Secretary said that the changes recognise that adults who gamble need to be trusted and treated like adults.


The clauses allow for the establishment of a new regulator for the industry. The Gambling Commission will license gambling operations and key personnel.


The key principles behind the proposed Bill are:



  • A crime-free gambling industry that can meet the challenges of the technological age

  • Regulation through a new Gambling Commission with wide-ranging powers

  • An industry offering more choice for punters

  • Greater protection for children and the vulnerable

Ms Jowell said that previous gambling legislation dating back to the 1960s was introduced to rid the gambling industry of crime.


“Today, British gambling has a worldwide reputation for integrity but changes in society and in technology mean that the current laws are out-of-date and no longer do the job they were intended to. The law needs to be modernised.”
