The Prime Minister has approved the re-appointment of The Right Honourable Sir John MacDermott as a Surveillance Commissioner under the terms of Section 91 of the Police Act 1997. Sir John’s appointment takes effect from the 1 October 2003 and lasts until 30 September 2004.
Biographical Notes
The Right Honourable Sir John MacDermott was educated at Campbell College, Belfast and Trinity Hall, Cambridge. He was called to the Bar in both England and Wales and in Northern Ireland in 1949. He took Silk in Northern Ireland in 1964. From 1973 to 1987 he served as a Judge of the High Court of Northern Ireland and from 1987 to 1998 he served as a Lord Justice of Appeal in Northern Ireland. He was appointed a Surveillance Commissioner in 1998.
Notes for Editors
Section 91 of the Police Act 1997 provides for the Prime Minister, after consultation with the Scottish Ministers, to appoint Surveillance Commissioners. The Regulation of Investigatory Powers Act 2000 extended their remit. Commissioners must be persons who hold or have held high judicial office within the meaning of the Appellate Jurisdiction Act 1876. Commissioners are appointed for a three year period with the possibility of re-appointment. Their functions are in regard to surveillance operations carried out by Police and Customs officers and members of NCIS and the National Crime Squad.
